Venus -- Assemblyman Dannyl Barton today moved that the common practice of
Terran exile be outlawed, on the grounds that it is "immoral and fiendishly
inhumane." Assemblyman Barton alleged that the standard of living on
Terra is low enough to constitute corporal punishment, and that those exiled
"have virtually no chance of ever regaining freedom." "We must rehabilitate
these people," says he, "not doom them to eternal torment." An anonymous
poll taken among prison station inmates found that 69% would prefer a quick
death over Terran exile, although only 7% had any substantial knowledge of
the planet.
